A Comprehensive Evaluation of the appropriate technology packages by Using the Fuzzy Combined method of TOPSIS and Rank Sum Ratio

Objective To explore the feasibility of TOPSIS and RSR for 5 different traditional Chinese medicine appropriate technology packages in the grass area,and sort the results of the evaluation,and to provide a scientific basis for improving the technology package. Methods The article involves a total of five technical packages:“neck and back pain” of A package,“gynecological diseases” of B package,“ children with diarrhea” of C package,“ chronic stomach” of D package and “neoplastic disease” of E package.Selecting 8 index: input costs,the number of expert people,the number of senior people,the grassroots people often under the guidance of experts,the number of hours of training,number of trainers,evaluating rate and the number of users.TOPSIS,RSR and the fuzzy combined method of them were used to evaluate the effect of five kinds of traditional Chinese medicine packages. Results By TOPSIS we obtained the descending value of Ci is A package 0.76,D package 0.66,B package 0.49,C package 0.44 and E package 0.00;by RSR the descending values were A package 0.90,D package 0.80,C package 0.58,B package 0.53 and E package 0.20;the result is also obtained by the fuzzy joint law of both the maximum value is A package,D package secondly,E value of the minimum package.By TOPSIS method obtained the max C_i value is 0.76 of A package and min C_i value is 0.00 of E package.By RSR method obtained the max value is 0.90 of a package and min value is 0.20 of E package.By the fuzzy combined method of them obtained the same result.So there have a basically same result in the Technical packages by TOPSIS,RSR and the fuzzy combined method of them.A package and D package top two,the situation is better;E package Ranked last,relatively poor. Conclusion The combination of the two methods can evaluate the traditional Chinese medicine promotion effect rationally.
